will obama's new budget plans have any consideration for the arts, or will all concern for society's most precious assets go out the window most american jobs?

For the most part, most art institutions will see no decrease in their funding. Some have been defunded; Save America's Treasures and Preserve America, both auspices of the National Park Service are examples. But some, such as the Smithsonian and the Corporation for Public Broadcasting, have even experienced increased funding. Overall, things have stayed flat with the arts. No better, but certainly not for the worse.
Now, as for most American jobs...that's another discussion altogether.

Very Nice! You always give the best answers Esamps! I sometimes wonder if instead of wasting millions of "stimulus dollars" on people like Mark Penn we could have supported the arts more... what say you?
Arts, from a historical perspective, are more relevant to our country than we ourselves will live to realize. They are the means by which our country will be judged and remembered by future civilizations. Cases in point: the Romans ruled the known world, and all we have today are remnants of their architecture, paintings in Pompeii, and their writings; The very word 'Renaissance' conjures up images of beautiful architecture, the paintings of daVinci and Michelangelo, the Sistine Chapel...the best Italy had to offer; The Dark Ages are named as such because the means by which we could learn about that time period (poetry, writings, paintings, etc.) never existed due to the prevalence of illiteracy; when I mention pre-soviet Russia, do you first think of the wars they waged, the bloody Sunday incident, or the downfall of the Czar, or do images of their magnificent churches, their grand palaces, or 'War and Peace' appear first and foremost?
